Keith Chan, Ph.D.

Dr. Chan is currently professor of Pharmaceutical Sciences and Assistant Director of Pharmacokinetics-Biopharmaceutics Laboratory at the University of Maryland at Baltimore. He has had 17 years of industry and regulatory experience. He received his Ph.D. in Pharmaceutics from the University of Minnesota in 1980. He joined CIBA-Geigy as a senior Scientist soon after graduation and was promoted to Senior Research Scientist, Group Leader, Manager, and finally Section Head of Pharmacokinetics and Research Support. He joined the FDA in 1995 as Director of Division of Bioequivalence, Office of Generic Drugs. His past responsibilities include managing and executing preclinical animal studies, bioassay development, Phases I to VI Pharmacokinetics, pharmacodynamics, bioavailability, bioequivalence studies, outside contract, regulatory submission, advanced drug delivery systems in vivo evaluation, and all phases of generic and new drug development. His work has resulted in 60 publications in peer reviewed journals and over 80 abstracts. He was elected as fellow of American Association of Pharmaceutical Scientists (AAPS) in 1995 for his scientific accomplishments.

Dr. Chan held two academic appointments as adjunct professor at the University of Maryland for 4 years and as associate professor at the University of Minnesota for 12 years. He is a visiting professor at Shenyang Pharmaceutical University at Shenyang, China and at National Defense Medical Center at Taipei, Taiwan.

Dr. Chan is an active member of American Pharmaceutical Association (APhA), American Association of Pharmaceutical Scientists (AAPS), and Controlled Release Society. He served in the Pharmacokinetics, Pharmacodynamics and Drug Metabolism program planning committee (1988-1992) and became Program Chairman in 1991 for the Eastern Regional AAPS meeting. He was elected Member-At-Large for Academy of Pharmaceutical Research and Sciences section of APhA in 1990-92. He was elected President for American Chinese Pharmaceutical Association (ACPA) and serving his term in 1993-4. Over the past 6 years, he had organized and served as program chairperson for many national and international symposiums. He is currently member of the Executive committee, Scientific advisor to the president, and member of the International Committee for ACPA providing scientific support to Southeast Asian countries. He is also the scientific advisor to National Laboratory of Foods and Drugs, Department of Health in Taipei, Taiwan. He is a member of the Strategy Review Board, Science & Technology Advisory Group of Executive Yuan, Taiwan. He chairs a US/Taiwan Joint Committee of Pharmaceutical Affairs to upgrading the Pharmaceutical Industry in Taiwan.
